The circular pointed out that energy-saving transformation and in-depth treatment of pollutants will be promoted with emphasis on iron and steel, non-ferrous metals, building materials, petrochemical and chemical industries. Promote energy-saving technologies such as high-efficiency rectification system, high-temperature and high-pressure coke dry quenching and oxygen enriched enhanced smelting, and encourage the transformation of blast furnace converter long process steelmaking into electric furnace short process steelmaking. Promote the ultra-low emission transformation of iron and steel, cement, coking industries and coal-fired boilers, complete the ultra-low emission transformation of 530 million tons of iron and steel production capacity by 2025, and fully realize the ultra-low emission of coal-fired boilers in key areas of air pollution prevention and control.
